Validity period of a migration card

The question of the period during which the MC remains relevant is prescribed in 115-FZ Art. 5. It says that:

  • Those arriving without a visa are allowed to stay in the Russian Federation for up to 90 days out of 180; exit is available any number of times, but only within this period. Continuous stay is available for 90 days.
  • If foreigners traveled without visas, but have a work permit and the status of highly qualified specialists, then the required period of stay is determined by a work permit.
  • When crossing the Russian border with a temporary residence permit, the periods that a citizen can remain on the territory of the Russian Federation are determined by the temporary residence permit.
  • If the person entering has a visa, the period of permissible stay is equal to the validity of the visa, and can reach a year or even more.

When a migration card expires, an extension must be issued. When the MK expires, the RVP period also closes. The only action that can update the MK is leaving Russia. After 90 days have passed, a foreigner can re-enter the Russian Federation by re-registering and obtaining a migration card.

It is not even the MK itself that is being extended, but the RVP, since upon completion of its terms the card loses its validity. It is extended only if the residence permit is still valid.

The validity of migration cards for citizens of Uzbekistan, Moldova, Kazakhstan and other countries cannot be extended by re-crossing the border.

The MK itself does not require an extension, since it does not give the right to stay in the Russian Federation for the period prescribed in it. You need to wait 90 days, only then will staying on Russian territory become possible without violating the law.

How to renew a migration card without leaving?

To be absolutely precise, it is not the migration card that should be renewed, but the period of the foreigner’s permitted stay in Russia. If it is extended, corrections are made to the card automatically.

A foreigner can extend his stay in Russia if he receives some kind of legal status. For example, he can:

  1. Get a work permit
    (for citizens of countries with a visa regime) or a patent (for citizens of “visa-free” countries). In this case, a foreigner will be able to live in Russia from a year to 3 years (for highly qualified employees) without worrying about complying with the “90/180” rule.

  2. Get a job at a Russian university.
    Students live in Russia until the end of their studies.
  3. Obtain a residence permit
    (residence permit) or at least a TRP (temporary residence permit).

In the latter case, however, there may be difficulties: temporary residence permits are issued only according to quotas introduced in each region separately. By the time the application is submitted, quotas may be exhausted, and in this case the issuance of a temporary residence permit will be refused.

However, in some cases it is possible to obtain this document in excess of the quota. These cases are situations where a foreigner:

  • born on the territory of the Russian Federation;
  • born in the RSFSR and was a citizen of the USSR;
  • is married to a Russian;
  • has a child - a citizen of the Russian Federation;
  • participates in the state program for the resettlement of compatriots.

However, there are about a dozen more exceptions.

Reasons for extension

Extension cannot be done just like that; such actions require compelling reasons.

The card can be renewed if the foreigner;

  • Received a patent for employment, or extended an existing one.
  • Extended/received a work permit on Russian territory.
  • Provided a medical report on the presence of a late pregnancy, intensive care condition, and a referral to a course of therapy at a specific medical institution.
  • I entered the full-time department of a Russian university.
  • Received permission to temporarily reside in the country.
  • Submitted an application to obtain a new citizenship.

Only under such conditions can the validity period of the migration card be renewed.

Due to closed borders, imposed quarantine and forced self-isolation until September 15, 2021, the renewal of migration cards of foreign citizens will occur automatically, which is not usually done.

Documents required to renew a migration card

Exactly what documents are required to renew a migration card will depend on the basis for this. If a Ukrainian has applied for a residence permit or citizenship, he must confirm this. In this case, the legal period of his stay in Russia will be extended until the decision on a residence permit or citizenship is made. If a positive decision is made, further extension of the migration card will not be required. And in case of refusal, the Ukrainian will have to leave the Russian Federation within a specified period. It is especially worth paying attention to the direction of the migration card for residents of Donbass. Due to the tense situation in this region, residents of Donbass are counting on benefits when renewing their migration document. However, today this document can only be extended on the legal grounds listed above.

To renew your migration card, you will need to contact the department of the Main Migration Department of the Ministry of Internal Affairs of the Russian Federation, in accordance with your place of stay. You will need to provide the following documents:

  • Consent of the receiving party;
  • A copy of your passport;
  • A copy of the migration card;
  • Questionnaire;
  • Documents confirming the grounds for card renewal.

How long can it be extended?

The timing of MK extension is determined by the grounds for such actions:

  • when the basis is training in the Russian Federation, the extension is the period of obtaining education;
  • if the validity period is renewed due to a patent for employment, then the foreigner will be able to stay in the country for the period specified in the permit;
  • the presence of a temporary residence permit or residence permit also automatically determines the validity period of the migration card for the period specified in these documents.

Each case is individual, therefore the extension period will depend on specific conditions.

Appearance of the migration card


The migration card contains personal information about the visitor, the purpose of his visit and the period for which he plans to stay. The main purpose of such a card is to control the stay of foreigners within the country.

It is a form of a strictly established form, which consists of two parts. The first line, called “A”, is filled in during the process of entering the Russian Federation, and the second, “B”, during the process of leaving. All data is entered directly by the owner of the documents. They must be written in legible handwriting (close to printed), without corrections or errors. You need to fill it out with a regular blue or black ballpoint pen.

If a foreigner has difficulties filling out a migration card in Cyrillic, it is legally permitted to enter data in Latin, in accordance with the data of his documents.

One of the most important lines in the migration card is the “purpose of arrival”. It needs to include an honest and clear reason why the border is being crossed.

If the Federal Migration Service or customs officers find out that the real purpose of the visit differs from that recorded in the migration card, the violator may face a fine of up to 5,000 rubles.

Customs officers put the visa in the “for official notes” column. This confirms the completion of the border control process.

After this, the first part of “A” is confiscated by the customs officer. This happens immediately after entering the country. Part “B” remains with the arriving foreigner until the end of his trip. It is also confiscated by the customs officer, but when leaving the country.

The card has a personal number, which is stored in the FMS database. If an arriving citizen loses his migration card, he must contact the Federal Migration Service within three days from the date of loss.

Who can count on an increase in terms

The period of validity of the MK can be extended only to those citizens who have good reasons for doing so:

  • university students;
  • foreigners working under a patent or work permit;
  • seriously ill residents of other countries who are in intensive care or undergoing a course of therapy/rehabilitation in a specific medical institution where they were referred by their attending physician;
  • non-residents of the Russian Federation who have a temporary permit or residence permit.

The extension of a migration card is subject to various provisions. It is necessary when the employer has decided to continue cooperation with a foreigner and has increased the terms of the employment contract.

The procedure for prolonging MK is simple and does not require much effort. In some situations, you don’t even have to leave the Russian Federation for the card’s validity to continue, but you will have to collect a set of required documents and contact the Federal Migration Service under the Ministry of Internal Affairs.

Required documents

Today, to increase the duration of the MK in St. Petersburg or Moscow, Khimki or Chelyabinsk, and in other cities of the country, it is necessary to prepare a number of important papers, which include:

  • an application from a foreigner with a request for an extension established by law;
  • an officially concluded contract with the employer and its photocopy (if available);
  • work permit or patent;
  • migration card with a copy;
  • passport and printed copies of its pages.

Then you need to contact the Federal Migration Service, where you provide all the documentation. Department employees will check the papers and make a decision.

For the employment of foreigners from Belarus and Kazakhstan, the extension of the MK is carried out on the basis of the provision of the following documents:

  • an application from the current employer with a request to renew the card for its employee;
  • contract of employment;
  • original and photocopy of migration paper;
  • passport and copies of its pages.

Foreigners who come to St. Petersburg and other populated areas with a visa can live on Russian soil for as long as stated in the permitting documentation. If a citizen crosses the border of the Russian Federation without a visa, then he must register within a week.

Uzbeks need to do this, and Tajiks will have to go through a similar procedure after a 15-day stay in our country. Citizens of Belarus, Armenia and Kazakhstan can live without official registration for a month, and Ukrainians - 3 months.

Migration card (MK): what kind of document is it and why is it needed?

A migration card is the first and important document that is issued by any foreigner entering the Russian Federation. Without it, it is impossible to register, officially find employment, or obtain a residence permit. A foreign citizen who does not have an MK is a violator of the law and will be held accountable if his documents are checked by police officers or the Federal Migration Service.

Concept and content of a migration card

The main task of the MK is to officially confirm a person’s legal crossing of the border. You should think about it even before going through passport and visa control. The form must be issued in the vehicle (on a bus, plane) when crossing the border, or by customs officers if entry is carried out independently.

The Russian migration card is provided absolutely free of charge, you do not need to pay anything. Immediately after receiving the form, it must be filled out immediately in order to be in time before arriving at your destination, before going through customs control. The foreign citizen must be informed in a timely manner about the need to fill out the form, and sufficient time is allocated to study the requirements for the document and enter information into it. They also make sure to provide a place for you to comfortably fill out the form.

IMPORTANT! MK has an identification number by which employees of the Main Directorate for Migration Affairs of the Ministry of Internal Affairs and the police can at any time find out the necessary facts about a foreigner and monitor the legality of his stay.

Methods and procedure for extending MC

The procedure for renewing a migration card can be carried out with or without traveling abroad. Each case will have its own procedure for extending the validity of the document. There is no possibility to issue such documents through the MFC.

Through exit followed by entry

The most common way to increase the relevance of international communication for most foreigners is the exit-entry scheme. To implement it, you need to leave Russia, going to the border area through a checkpoint into the territory of a neighboring country, and then cross the border of the Russian Federation again and receive a new migration document with an updated validity period.

But since 2015, such a scheme has ceased to exist at the official level. Now even for residents of visa-free countries, the 90/180 rule applies. Its essence is that in each 180-day period a foreigner can live in the Russian Federation for only 90 days. Then he needs to leave the country, and he can return only after another 90 days.

But if a citizen violates such a rule, he will be given a fine and banned from entering Russia for several years (up to 10). Therefore, it is not worth using the outdated and now illegal entry-exit scheme. Now everyone has access to simple and legal ways to renew their migration card.

No departure

If the period of permissible stay has expired, the foreigner will have to leave the Russian Federation for a period of 3 months. But there are simple ways to extend the MK without having to leave the country.

These methods include:

  • obtaining a temporary residence permit;
  • registration of refugee or migrant status;
  • an invitation to work or a patent for employment;
  • filing an application for Russian citizenship;
  • obtaining education at a university;
  • with the help of a petition from the employer’s organization to extend the labor contract.

In each case, the extension is carried out on a specific basis. The renewal procedure is identical, although the package of documents required to provide may vary slightly.

When registering a temporary residence permit

A permanent extension of the validity of a migration card is allowed if a non-resident has applied for a temporary permit to live in the Russian Federation. In such a situation, the validity of the MK is increased by another 60 days - this is exactly how much is allocated for consideration of the application for the provision of a temporary residence permit.

When registering for college

It is also possible to increase migration documentation on behalf of the educational institution where the foreigner is studying.

But here it is important to have certain conditions:

  1. Training takes place according to a program accredited at the state level.
  2. The university where a non-resident of the Russian Federation entered has official federal status.

The period of increasing the validity of the MC in such a situation is limited by the time of consideration of the application from the educational institution and the period of study. But an important nuance here is that the renewal will have to be repeated annually.

For official employment

Replacement or extension of migration papers in the presence of a patent is carried out for the period of its validity. The employer must send a written request to the Federal Migration Service, attaching an employment agreement and registration certificates. The extension is issued for a one-year period, then it will have to be repeated again.

When contacting the FMS

Also, an increase in the time of stay in Russia under the MK is done through a personal application to the FMS to obtain a residence permit or temporary residence permit. While the application is being considered, the foreigner’s migration card will be extended.

Today, you need to make an appointment with the Federal Migration Service online due to restrictions related to the coronavirus pandemic. If, after consideration, an approving decision is made, the migration documentation will automatically be extended. If the applicant’s application is denied, he will have to leave the country within the prescribed time frame.

How is a migration card renewed in Crimea?

The procedure for increasing the period of validity of the MK in Crimea has its own characteristics. The reason is simple:

  • There are many refugees from the ATO living in the republic today.
  • When Crimea became part of the Russian Federation, part of the population did not have time to obtain citizenship or refused it.

Those who remained to reside in the republic after joining Russia were automatically issued a residence permit. The general rule applies to Ukrainian refugees, but for the population of Donetsk and Lugansk territories, the card is renewed immediately upon application to the Federal Migration Service for another 90 days, even in the absence of refugee status.

Amount of fine for late replacement

There are reasons why the owner of the document is subject to a reduced fine or is exempt from paying it. The argument could be:

  • death of a relative at the time the document expires;
  • birth of a child;
  • serious health condition of the owner;
  • other personal circumstances that can be formally confirmed.

If a citizen himself contacts the passport office and admits his misconduct, this may also affect the determination of the amount of the fine. In practice, exemption from payment for an overdue document is allowed less frequently than a reduction in its size.

Aggravating circumstances include:

  • avoiding a meeting with a representative of the migration service;
  • refusal to replace the document (pay the fine);
  • providing false papers;
  • misconduct.

After drawing up the protocol, the owner of the expired document is given 2 months to find finance and pay the fine within the specified period. If a citizen does not deposit funds in full, he faces one of the following penalties:

  • increase in sanctions (the maximum fine for an expired passport is twice as much as established by the migration service);
  • 50 hours of community service;
  • arrest for up to 2 weeks.

The verdict is valid for 2 years from the date of rendering. During this time, the holder of an expired document may be prohibited from traveling abroad.

We check authenticity using the FMS database

If a foreigner received a migration card through a dubious company, of which there are many now, then the desire to check its authenticity is completely justified and understandable.

You can do this:

  • online on the department’s website through a specialized search - for which you need to enter the information of interest in the field on the migration services page;
  • by making a personal visit to the migration service - as a result of the check, they will issue an official document with a seal and signatures confirming the authenticity of the MK, but the response will take several days;
  • By calling the hotline number, you need to provide the serial data of your existing migration card, and after checking, the employee will report the results.

Methods of paying a fine

The money is paid by the owner of the expired document within 2 months from the date of assignment. You can do this:

  • during a personal visit to the FMS;
  • in a financial institution;
  • through Internet services;
  • using virtual wallets.

Regardless of where the fine for an expired passport was paid, the listed methods are united by one condition: after debiting funds from the account, you must take a receipt stating that the fine was paid on time and in full. What are the sanctions for the absence of a document?

If a foreigner’s migration card is lost, then this fact is regarded by the authorities as the absence of a document allowing him to stay on Russian territory. In the capital region and St. Petersburg you will have to pay 5,000-7,000 rubles.

You can legally obtain a migration card only when crossing the border. It is not difficult to extend it in the future, you just need to do everything on time, otherwise the violator will have to pay a fine. To extend the MC, the applicant needs compelling reasons, which he must confirm with official documents.

Where can I get a migration card?

The document is issued at the checkpoint by customs officials, crew or ship members, train conductors or bus drivers, depending on your means of transportation and the method of crossing the border.

The card is issued at the request of the migrant. If the checkpoint officer doesn't give you a card, it's your fault, not his. You can ask for a migration card or ask the staff where you can get one.

There is no point in looking for a migration card form before your trip, since the card is double-sided and is issued only at the checkpoint.
